Speaking Time Management System
A timer and traffic-light system for representatives' speaking time during assembly sessions.
The context
Developed to meet the need for more precise management of speaking time at the Portuguese Parliament, this system uses a traffic-light approach to clearly indicate the time available to each speaker and when their microphone should be cut off. Making time limits visible supports more disciplined contributions and better organised meetings, both in Parliament and in the Senate Chamber.
Where it is used
The solution has also been adopted by Coimbra Municipal Assembly, where it works alongside the digital voting system, and by Lisbon City Council.
